I will catch a flight fr el calafate to buenos aires n transfer on the same day to Lima. Reach Lima at night n stay in a hostel for one night. Fly to cusco very early in the am. Iv checked there's no consulate in cusco either.”

It seems that Buenos Aires was the only office that required those official documents from your country. Please follow the instructions above, best when you get to Cusco so that you can obtain your visa.

“Kindly remember that you booked your hotel yourself, so I do not know where it is. The magisterio area is a residential area where many of the consulates are, so I doubt this is where your hotel is. You can reach here by a safe taxi. Get your hotel to call the taxi for you and when you leave the consulate, get them to call you a taxi.”
